There will be nothing but bonhomie for Israeli prime minister Benjamin Netanyahu who is expected to arrive in India in a couple of days for a three-day state visit. The Israeli delegation will begin their visit from Ahmedabad, visit Sabarmati Ashram and hold a roadshow in Gujarat, and perhaps visit Agra and Bombay. While in India’s financial capital, Netanyahu is scheduled to visit the Chabad House which was targeted by Lashkar-e-Taiba terrorists in a horrific attack in November 2008. The diplomatic agenda, predictably, will revolve around agriculture, water management, cyber security, innovation, and defence.

While there is no question about the Indian public’s warmth for Israel, there have been some whispers of doubt recently about its government’s intentions. Indians, by and large, admire much about the Jewish state and even those who do not are indifferent rather than hostile. Israeli diplomats do not have to waste their time countering anti-Semitism or Boycott-Divestment-Sanctions sort of political movements in the South Asian country. That said, India’s recent vote in the United Nations General Assembly essentially condemning the US decision to recognise Jerusalem as the capital of Israel followed by its sudden cancellation of a $500 million deal to purchase Spike anti-tank guided missiles (ATGM) from the Israeli firm Rafael Advanced Defence Systems has raised eyebrows in Jerusalem and among observers. The deal is apparently moving forward, according to latest media reports. Are good relations between India and Israel to be limited to Modi’s occasional charming tweets to his Israeli counterpart?

Such misgivings from Jerusalem are not only perfectly understandable but justified; yet the compulsions of India’s own domestic political chaos are also an important set of inputs to policy and must at least be understood if not tolerated for a fuller picture of the intentions of the ruling Bharatiya Janata Party administration.

When Modi swept into office in 2014 in an election that was just short of a landslide, policy wonks warned his euphoric supporters that the nature of government policies is continuity and incremental change rather than the desired abrupt departure from the “idea of India” espoused by the Indian National Congress. This warning has been borne out to some extent – the economy, which Modi has correctly prioritised, has seen several small yet critical positive reforms but many of the more emotive (and less dry) issues that Modi’s core supporters care about such as education and culture have so far received short shrift; other matters such as terrorism and defence have seen some movement but will take a longer time to reveal the lasting impact of the new regime in Delhi.

Foreign policy, in so far as it does not pertain to the economy, appears to have been largely relegated to the boondocks. The immediate reason for this is the global experience of democracies that there are few votes in foreign affairs. India has yet to cultivate a large and vibrant foreign policy circle as might be observed older and more developed democracies and the community as it exists now has several foci and plenty of challenges regarding access to decision makers, policy documentation, a bureaucratic hostility to transparency, career opportunities, and funds. India’s foreign ministry has rarely been blessed with the sort of polymath ideal for the job, either in its politicians or its bureaucrats, even when the portfolio has remained with the prime minister. With insufficient attention from elected officials, governance slips into maintenance mode administered by the civil service and the policies of earlier decades continue unabated.

This is visible from India’s insistence on clinging to expired motifs such as strategic autonomy, a fancy 21st century upgraded phrase for non-alignment. For example, India recently courted Australia, Japan, and the United States in a security quadrilateral (Quad) that observers understand is designed to balance an increasingly aggressive China and in the same week participated in a trilateral forum with Russia and China. Similarly, India’s approach to the Palestinian question is based on Mohandas Gandhi’s fundamental ignorance of Jewish history that was supplemented by Jawaharlal Nehru’s own political inclinations; the policy was maintained as a hagiographic monument to the two men well after it had proven to be detrimental to Indian national interests.

It is no secret that India’s foreign ministry is understaffed, and the same is true of the ruling political party when it comes to policy formulation. Besides the core issues its supporters would like addressed, foreign policy remains a step-child of the BJP’s internal thinkers. The party seems to have forgotten that to replace an ideology, an alternative is needed. In essence, the BJP has tinkered with the edifice of the Nehruvian state and such incomplete measures occasionally fall short of the hopes of not just the citizens but even the party’s own lofty rhetoric.

It is often argued that India’s policy towards Israel must be tempered by the strategic considerations of its relations with other countries that may be hostile to the Jewish state. Domestic calculations regarding India’s large Muslim minority must also influence how close India can drift towards Israel. The problem with this argument is two-fold: first, it implicitly suspects all Indian Muslims of treason in that they would put the well-being of Palestine and Islam above Indian interests. Second, it cannot explain the tacit Arab acceptance of not just Israel in the face of a rising Iranian threat but even Jerusalem as the capital of the Jewish state: there were few protests in Arab streets after Donald Trump’s recognition of the Holy City as the capital of Israel. This flimsy argument, in addition to the bogey of seven million Indians returning from the Persian Gulf and the loss of $35 billion in remittances as Arab retaliation against India’s warming ties with Israel, are unfortunately treated as gospel by an intellectually anaemic coterie in the BJP and outside. While India may not strive to become Israel’s closest ally, there is plenty of room for it to move closer to the Middle Eastern democracy if it so wishes.

To repeat dozens of articles already, there are plenty of reasons for Delhi to desire closer ties. Beyond transactional considerations of trade and security, it is also important to remember that the tiny country has been among the more reliable suppliers of know-how and equipment. After the nuclear tests at Pokhran II when no one was willing to supply arms to India, Israel remained one of the very few markets still open. Similarly, the important role Israel played during Kargil is also undisputed.

Optimistic assessments of India’s recent uptick in relations with Israel opine that a change in policy cannot be abrupt, especially when drastic. This is simply not true: in one of the greatest about-turns in recent diplomatic history, the United States de-recognised Taiwan and recognised Communist China in its stead in 1979. The entire process took seven years from Richard Nixon’s visit to Beijing in February 1972 until the Joint Communiqué on the Establishment of Diplomatic Relations in January 1979. Such events are admittedly rare and challenging but pursuing a wrong policy for the sake of continuity is insanity. As mentioned earlier, the lack of political interest or vision within the BJP coupled with an understaffed foreign service does not allow for a nimble policy environment capable of quickly and thoroughly assessing the ramification of ideas on allies, security, economics, and international obligations.

A clear-eyed view of friends, enemies, and interests has the immediate benefit of signalling to partners that you are worth investing in; a bonus is that it gives others confidence in your national purpose and dependability in forging trade and security alliances. India’s waffling – sorry, strategic autonomy – will only ensure that it trails behind its rivals and fights its battles alone. France, despite being a member of NATO, has a far better track record of strategic autonomy than India ever had as a perennial “leading member” of the have-nots.

Nowadays, scholars hesitate to describe foreign systems or people as irrational. This is partly to avoid imposing the observer’s perspective and values on the subject and to allow for a potential alien framework in which things might make perfect sense. However, Indian foreign policy has long veered dangerously towards that word which must not be spoken. American leadership is defined in schools of thought – Jeffersonian, Hamiltonian, Jacksonian, and Wilsonian; in India, there is only the cult of Congress and no opposition party, despite the political cacophony, has come remotely close to offering a complete and alternate weltanshauung comprising economic, security, social, and cultural programmes. Diplomacy suffers the same fate. The real question is not if India has an Israel policy but if the BJP actually has a foreign policy.

India’s Jerusalem Misstep

In keeping with its historical tilt towards the Arabs, India voted in favour of the United Nations resolution that called on the United States to reverse its decision recognising Jerusalem as the capital of Israel and consequently refrain from transferring its embassy from Tel Aviv to the city. Besides India, 127 countries voted in favour of the resolution, including the four permanent members of the UN Security Council, Pakistan, Saudi Arabia, and Iran; 35 countries, including Canada and Mexico, abstained, and 21 countries were absent during the vote. Only seven countries stood by Israel and the United States to vote against the resolution. Just three days earlier, the Security Council had voted 14-1 against the US decision.

These resolutions are non-binding and meaningless in compelling the United States to accept international opinion. However, the voting indicates just how internationally isolated the Donald Trump administration has become over the US recognition of Jerusalem as the capital of Israel. The landslide result came even as the United States had earlier threatened to curtail foreign aid to the countries that voted in favour of the resolution. Tellingly, the United States was abandoned by its staunchest long-term allies during the vote in the Security Council as well as the General Assembly. Even among the 28 NATO countries, no one voted with the United States and six abstained.

It is worth reiterating as many analysts not given to histrionics and I have in earlier articles that the US declaration is neither illegal nor does it change anything on the ground. First, the United States has left it to the Israelis and Palestinians to decide upon the boundaries of Jerusalem themselves, and second, the US embassy is being shifted to a neighbourhood in western Jerusalem – a portion of the city that has been the capital of Israel since December 13, 1949. It is only the status of East Jerusalem that is in dispute, but hypocritically only after 1967 when it came under Israeli possession and not 1948 when it was occupied by Jordan and Jews denied access to their holy sites.

This is not the place to get into the wrongs of India’s policy towards international Jewry in the 20th century before 1948 and Israel since. In any case, Delhi’s relations with Jerusalem have seen a sharp uptick since Narendra Modi took office in 2014 and India has been less reticent about its relations with Israel. Political rhetoric has been effusive about the “natural partnership” between the two states and highlighted cooperation particularly in critical areas such as defence, counter-terrorism, water management, and agriculture. India’s decision to vote with the UN resolution despite this bonhomie, though not surprising, is nevertheless unfortunate.

India had taken a noncommittal stance last fortnight when Trump first announced that the United States would recognise Jerusalem as the capital of Israel. The Ministry of External Affairs released a statement that Indian interests and policy would not be dictated by third parties. This position was reiterated a week later by India’s Minister of State for External Affairs, MJ Akbar, to the Arab League. It seems that Delhi finally buckled under the tremendous pressure from the Arab world to change its vote back to its traditional pattern.

It is not that India had no other options. Even if it did not wish to overtly side with Israel, it could have stayed true to its earlier stated position by abstaining from the vote or, better still, being absent for it. As Josef Broz Tito told Jawaharlal Nehru on the sidelines of the first Non-Aligned Movement summit in Belgrade in 1961, it is not necessary to take a position on every single issue that comes up. India’s warm words for Israel and its embassy in Tel Aviv would have allowed Delhi to straddle this divide masterfully but it was not to be.

One might argue that India’s vote is meaningless in terms of the global picture as well as in its bilateral relations with the United States and Israel. This is wishful thinking. While it is certainly true that India’s vote is meaningless in the broad scheme of things, it is more an indication of its weak diplomatic heft supported by a minor economy and even smaller military capability. To top it off, Delhi has no history of leadership in the Middle East. To conclude from this that India’s vote will not be noticed by Washington or Jerusalem, however, is folly.

The vote in a non-binding resolution may in and of itself be trivial but it fits a long and well-established pattern of voting against the United States and Israel. Yet another such vote indicates to both capitals that Delhi has not yet transformed into the rising world power they had hoped to see. India’s misstep at the United Nations might not attract an immediate and specific response but it will cool enthusiasm for greater trust and trade in sensitive technology and practices. Delhi’s signal that it remains the unreliable hedging power is no way to win friends and influence strategic partners, especially when India needs their help to fuel its economy and and military capabilities. India’s vote was important as that of a rising power but if, like China, it does not contribute to the existing world order, there is no reason for present powers to commit to its rise either.

It is ironic that India would like US and Israeli support on Kashmir but is not willing to even remain out of the fray – at no cost to it – on an equally emotive issue for them. Delhi seems to be sorely lacking in its understanding of diplomatic give-and-take, be it on the Indo-US civil nuclear cooperation agreement, trade agreements, joint military operations, or diplomatic undertakings. As the intractable hedge, Delhi reduces its own ability to influence states and leverage its assets for strategic gains.

This may be partly due to hubris among India’s leaders that their market is so large and increasingly prosperous that it is indispensable to salivating Western capitalists. The nuclear energy sector was a rude shock to such claptrap as company after Western company stayed away from the Indian market until the government finally stepped in to sufficiently assuage their concerns about India’s unconventional laws. Similarly, any sense of over-confidence India may have in its inherent worth would do well to get a reality check.

The usual argument trotted out to urge caution and status quo in India’s Middle East policy is that there are close to eight million Indians working in the Persian Gulf and they remit close to $35 billion annually to India. Yet if Delhi allows this to remain its primary criterion in deciding Middle East policy, it has effectively given the Gulf Cooperation Council a veto on its decision-making process. Additionally, these remittances are based on the Gulf economies and are hardly some sort of annual stipend for India. Delicate economic ties will not be snapped as easily as some analysts warn because the Gulf states also need an agreeable workforce; as a large customer, a minor diversification by India of its hydrocarbon acquisition can affect Gulf ledgers and is effective counter leverage.

There is no doubt that Washington’s threat that “it will take names” came across as crass and may have had an effect opposite to the one desired on many countries. With dwindling US aid and other financing options opening up, Trump was caught up in his own mini-1945 European Recovery Programme (ERP) time warp. For India, however, the threat need not have applied – its interests genuinely align significantly with those of Israel and the United States and there was no reason to stick a nay vote in their craw. The MEA’s failure to understand how international alliances work – however fluid and transient – is becoming one of India’s greatest liabilities.

“If I forget thee, O Jerusalem,” sang the Israelites, “may my right hand forget her cunning, may my tongue cling to the roof of my mouth.” That was approximately 2,600 years ago during the Babylonian captivity, a memory preserved in Psalm 137. To most Israelis, US president Donald Trump’s decision to declare his country’s recognition of Jerusalem as the capital of Israel was simply a late awakening to a most basic fact.

To the rest of the world, Trump’s actions, as always, were reason for hyperbole and haranguing. The spokesman for the Turkish president, Recep Tayyip Erdoğan, said the US was “plunging the region and the world into a fire with no end in sight,” and the Palestinian envoy to the UK, Manuel Hassassian, added, “He is declaring war in the Middle East, he is declaring war against 1.5 billion Muslims.” As can be expected, criticism has been sharpest from Muslim states and with a little more diplomatic decorum from Europe, Russia, and China. In addition, analysts of all stripes have been all over print and the airwaves predicting great upheaval in the Middle East and the derailment of decades of patient US diplomacy.

It is unclear, however, how much of the breast-beating is warranted. The primary argument against Trump’s declaration seems to be that it will cause unrest in the Middle East. Yet when in the past several decades has something not caused unrest in the region? What is the guarantee that there will be no violence in Gaza if the United States desists from the announcement? Can anyone even distinguish the chaos due to the US declaration from the upheaval, tumult, riot, violence, or disturbance that are routine to the region, and at that point, does it really matter?

The countries of the Levant are swirling in a whirlpool of chaos, instability, and terrorism that has been largely of their own making for almost a decade. Arab street decries any move by the international community that may benefit Israel as detrimental to peace and stability, implicitly encouraging a complete blockade and destruction of the Jewish state.

It must also be remembered, as Tzipi Hotovely recently alluded to, that Israel has constantly lived in a state of undeclared war. Any more unrest that is promised by the terrorists of the Middle East will hardly be noticed in the quotidian deadly exchanges with Hamas, Hezbollah, the occasional Syrians, and other armed thugs.

Another point of criticism of the US recognition of Jerusalem as Israel’s capital has been that it violates international law – Jerusalem is seen as occupied territory and any change of demographics on disputed land or official recognition to it is illegal. However, this fails to recognise that the United States has merely recognised Jerusalem as the capital of Israel but has not defined the boundaries of the city – that is still left to the Israelis and Palestinians in future peace negotiations.

One might argue that Washington’s recognition of Jerusalem as the capital of Israel muddies its role as an impartial arbitrator. Yet that ship, at least in Arab eyes, has already sailed – no one views the Great Satan as a neutral judge. What Arabs and Israelis both count on is the diplomatic, economic, and military wherewithal the United States is capable of bringing to bear upon the side that violates a peace agreement.

What will Trump’s announcement have on the other states in the region? Iran’s leader Ali Khamenei has warned of dire consequences but it would be an unusual day when the Islamic Republic does not threaten to wipe Israel off the face of the earth. Trump’s announcement may force the Palestinians to show strength through terror and this might fray relations between Fatah and Hamas that had only recently been mended with much difficulty. However, Jerusalem does not recognise any Palestinian player as a genuine partner for peace – translation: dial down the terrorism – and there is no missed opportunity here.

Ankara has threatened to cut off diplomatic ties with Israel but relations have already been frigid between the two American allies after the Mavi Marmara incident in 2010. Egypt and Jordan, the two Arab states Israel has peace treaties with, have also not reacted positively to the news. Yet it is not sure what either Abdel Fattah el-Sisi or King Abdullah will or can do as neither country has had a particularly good past with the Palestinians.

The real question is about Saudi Arabia’s reaction to this all. Traditionally, Riyadh has stoked the Palestinian crisis periodically and refused to recognise the Jewish state. Recent rumours, however, have left several commentators murmuring about a clandestine US-Israel-Saudi Arabia alliance to contain Iran’s expanded influence in the Middle East after a successful turn of events in Iraq and Syria. The whispers became even louder after Trump tacitly supported a great purge in the Saudi royal family by the crown prince, Mohammad bin Salman. This has always seemed far-fetched to me and Washington’s recent dousing of Saudi ambitions in Lebanon – Saad Hariri’s removal – leaves one thinking that there are still some kinks in that plan.

More importantly, there were even rumours that Mohammad bin Salman had secretly flown to Israel to meet with its leaders to discuss a Palestinian peace plan, a normalisation of relations, and Iran. Such delicate ventures may be beyond the crown prince in view of his streak of recklessness on display in dealing with other crises such as Yemen. While there is indeed a temporary alignment of interests between Israel and Saudi Arabia, one bête noire does not a rapprochement make.

It is also unlikely, if such a triumvirate ever existed, that the topic of Jerusalem would not have cropped up. In that case, despite Riyadh’s official dismay at the US decision, it will be interesting to see what it actually does. Yet what about the impact on US ties with its other allies in the region such as Kuwait, Qatar, and the United Arab Emirates? Regardless of what State Department mandarins think, this administration has made it quite clear that American allies around the globe have not done enough. It is not improbable that Trump prefers to deal with Riyadh alone and coerce the “smaller” allies with the former’s help.

Could the Jerusalem declaration be part of Trump’s personal “charm?” The president is enveloped in legal battles and his administration has yet to be fully staffed or retain any member for a decent period. Trump had also promised during his election campaign that he would recognise Jerusalem as the capital of Israel and move the US embassy to the city. The Jerusalem declaration not only distracts his opponents from the domestic quagmire but also delivers on a campaign promise, thus reinforcing his image to his base, perhaps, as the anti-politician. It is also possible that Trump is using his declaration as a bargaining chip to force the Palestinians to the negotiating table, the message being that there is much to lose by holding out.

Ultimately, the issue is more religious than national as Hassassian’s statement clearly reveals. As the Oslo Accords and the failed Camp David Summit in 2000 demonstrated, Jerusalem is not a negotiable issue for either side. The Arabs want to control their holy site, the Haram al-Sharif; the Jews remind us that when that was the case before 1967, they were not given access to their holy sites. More than geopolitics, it is this facet that will shape the reaction of the Arab states to American recognition of Jerusalem as the Israelis capital – it would be political suicide to even sit idly by as the United States moved its embassy to the disputed city.

It is altogether a different matter to discuss Palestine’s right over Jerusalem or even its own existence, given that it has never existed as a state – before 1967, the West Bank, along with Jerusalem, was occupied by Jordan and the Gaza Strip by Egypt. The Palestinian government Cairo set up in the Strip, ironically, was not recognised by Jordan.

Israel’s reaction to Trump’s announcement has so far been muted but the bubbling joy underneath the uncharacteristically nonchalant surface is palpable. The most reaction came from Naftali Bennett, the leader of the HaBayit HaYehudi and the Minister for both, Education and Diaspora Affairs, who is said to have written to the US president, “thank you from the bottom of my heart for your commitment and intention to officially recognize Jerusalem as the capital of Israel.” Otherwise, the government has generally been quiet. The Israeli commentariat, however, has been effusive, Caroline Glick calling the decision 70 years late but welcome and Arsen Ostrovsky reiterating that Jerusalem is the “eternal & undivided capital of the State of Israel and the spiritual homeland of the Jewish people!” Most Israelis probably relate to the words of HaAvoda leader Avi Gabbay. When asked about the imbroglio that had resulted from Trump’s announcement he replied, “When my parents came from Morocco to Jerusalem, I can assure you they didn’t check the State Department website to see if it’s the capital or not. They knew Jerusalem was the capital and just came.”

But what does Trump’s declaration really matter? Jerusalem is the seat of the Israeli government as President Reuven Rivlin remarked, and no military in the Arab world is capable of removing them from it. No borders change on the ground and no one falls one the wrong side of a line; territories are not swapped. Is the whole drama not purely symbolic? Perhaps, but society is not so cynical yet that symbols have lost their value. And in the Middle East, few symbols are bigger than the City of David.
