As Narendra Modi embarks on his trip to Israel, many await the outcome of this historic trip. Modi will be the first Indian prime minister to ever visit Israel and symbolically, the Indian prime minister will not stop to visit the Palestinian Authority while in Jerusalem. Benjamin Netanyahu, the Israeli prime minister, is rumoured to share a good personal chemistry with Modi and has tweeted warmly, welcoming the Indian leader to Israel. Netanyahu has cleared his schedule for the two days Modi is in Jerusalem and plans to spend the entire time in discussions with him.

Ahead of Modi’s visit, the Israeli cabinet has proposed several measures to strengthen relations with India. They include a joint fund to encourage Indo-Israeli business cooperation, an expansion of cooperation in water management and agriculture, and the promotion of tourism. There is already some speculation about the several arms deals the Indian prime minister will also be signing during his trip.

There is no question that relations between India and Israel have been on an upward trajectory for at least the past decade and have achieved an even steeper gradient since the Bharatiya Janata Party came to power in 2014. Trade has increased as has cooperation in the realm of security and neither show any signs of slowing down in the near future. As Israel’s ambassador to India, Daniel Carmon, prophesied about his country’s ties with India, the best is yet to come.

However, the ambassador also made a perceptive point in an interview with the Indian media: for relations to become truly strategic or special, they must move beyond the purely transactional sphere. Towards this end, Carmon pointed to the cooperation between his country and his host country in agriculture and water management. Such interactions bring what Israel has to offer to the doorstep of every Indian. Nonetheless, there is yet tremendous scope for the blossoming of Indo-Israeli relations at the non-governmental level.

The truly special relationship between two states in the modern era must be the United States and Britain. Srdjan Vucetic, a professor at the University of Ottawa, makes a compelling case that this relationship was based, at least initially and for a substantial period, on racial affinity than a congruence of interests and values. India does not share any racial kinship with Israel or the Jewish people. Regardless, the Anglosphere is a good example of what harmonious relations should look like. Despite their differences, the five countries – America, Australia, Britain, Canada, and New Zealand – have supported each other diplomatically on the international stage; Australia has even provided soldiers for every major conflict the United States has found itself in.

Not bound by race or even a shared history, India and Israel can nonetheless base their bond over the fact that the former remains one of the few, perhaps the only, major country that has never had anti-Semitism in its history. This, combined with the obvious strategic imperative and economic opportunities should serve to foster people-to-people relations between Indians and Israelis. While political pressures will motivate strategic cooperation and economic realities will propel trade on their own, both governments must take an effort to encourage cultural connections. This is best done through education, tourism, and the arts.

India may not have too many universities that Israeli students might be interested in but it still has a few good medical and engineering colleges, at least at the undergraduate level. Scholarships should be created for Israelis wishing to study at these institutes, with opportunities for work-study and internships. There is no substitute for living in a country for four years or more to become familiar with its work ethic, politics, and culture. Similarly, avenues should be created to facilitate Indian students who wish to study at Israeli universities or intern at their think tanks. Already, hundreds of thousands of Indians seek intellectual enrichment in the United States, Britain, Canada, and Australia; there is no reason Israel cannot be a destination for Indian scholars, especially given its reputation in information technology, trauma medicine, artificial intelligence, and robotics.

University exchange programmes – for lecturers as well as students – may well serve in improving Indian education. An inflow of foreign students could increase pressure to update curricula, spark off research programmes, improve university governance, and ameliorate financial woes. The power of educational exchanges must not be underestimated – the role played by the British Rhodes scholarship and the American Fulbright Programme in influencing young minds world over in the Anglo-American way of thinking comes to mind.

Another important industry that is open to more than just young scholars is tourism. Both Israel and India are ancient cultures with histories that go back at least five millennia. Several historical sites in both countries are even dated several millennia earlier. More than for just history buffs, India also offers a bewildering array of cuisines and terrain that will excite and entrall tourists. Israel’s beaches and adventure sports are similarly a powerful draw for visitors. While Israel has already started to entice Indians to tour its treasures, there is much for India to do on this front. Cleanliness, adequate bathroom facilities, and protection of the monuments from the picnicking masses would be a start; accurate information in multiple languages available online and multilingual tour guides would be another measure to bring Indian tourism to even basic standards. On the larger scale, lodging and transportation need to be improved to tourist destinations.

About 40,000 Israelis visit India every year. Most of them are young people who have just finished their mandatory military service, have financial constraints as they are yet to start working, and prefer the peace and quiet of remote towns in the foothills of the Himalayas than Ellora, Khajuraho, or the Taj Mahal, at least initially. Better connectivity and infrastructure in these areas might not only persuade more Israelis to visit India (rather than South America, the other favourite destination after military service), but entice them to stay longer. Better upkeep of tourist destinations may not immediately interest this crowd but it will attract their parents – who may have spent six to twelve months of their youth in India too – to make a second trip to India. More importantly, development of tourist places is not an Israel-specific project but will make India’s attractions bearable for people all around the world.

Towards bettering tourism traffic, both countries could take several steps in making travel easier. First, visas can be made easier to apply for via an online application process that accepts scanned documents as well as the application form. Two, criteria for tourist visas can be relaxed. Three, keeping in mind the nature of Israeli tourism to India, the period of e-tourist visas can be extended to a year. All these steps would be towards the eventual goal of eliminating the requirement for visas for tourist travel between the two countries. Admittedly, some of these measures have been partially put in place. However, there remains much progress to be made.

Additionally, connectivity between India and Israel stands to be substantially improved. There is only one carrier that flies directly between Israel and India – that is the Israeli airline El Al, with two weekly flights between Tel Aviv and Bombay. Such things are largely commercially influenced but it is not inconceivable that additional carriers operating at least weekly from India’s IT hub, Bangalore, and Delhi might find passengers.

On the cultural front, Delhi and Jerusalem must do more to promote their music, art, literature, and language in each other’s countries. There is some very intelligent Israeli cinema and theatre that have not made it to India except, perhaps, on torrents, because of the language barrier. Sponsoring tours by theatre groups and promoting foreign language films can be a great way to expose Indians and Israelis to each other’s societies. As the French have their Alliance Française and the Germans their Goethe-Institut, Israel could promote Hebrew via its literature and philosophy. Stronger business and educational ties will spur an interest in learning Hebrew among Indians. Similarly, India can promote Sanskrit and Indian philosophy in Israel, which, for some odd reason, seems to have a fair number of people interested in Indian thought and literature.

It must be remembered that culture is by its very nature an elite preoccupation and will not have too many takers. However, the rewards will be ample from those who do take advantage of the new options and become ambassadors of their culture to the other. What makes it worse is that unlike defence or economics, culture remains ambiguous both in its promotion and reception. It is not possible to have clear metrics of investments to results, it is perfectly possible that some visitors either to India or to Israel had some personal experiences that left them with a bitter taste of the other’s culture. One only hopes that familiarity breeds brotherhood.

Over the next decade of Indo-Israeli ties, both Delhi and Jerusalem must indeed strengthen defence cooperation in terms of sales, joint ventures, and manufacturing. On the economic front, the free trade agreement that has been languishing in the doldrums since 2004 would be a welcome catalyst to increasing trade. However, the absolute numbers will not be much – Israel is only slightly larger than Nagaland with the population of Bangalore – but the value will be in the reliability of the relationship. It is the people-to-people connections that will ultimately be the bedrock of ties and give meaning beyond the mundane. Unlike security and trade, culture needs support, encouragement, and nurture. This should be the next focus in both capitals.

When Narendra Modi swept to power in May 2014, nobody could have dreamed that he would mould India’s foreign policy so decisively. Observers foreign and domestic all opined that Modi would not focus on international affairs much, choosing to pay attention to the domestic Augean stables he inherited instead. The wisdom was that, at most, Modi’s India might modestly reach out in its own neighbourhood but anything beyond the region was going to be primarily to buttress the country’s faltering economy.

If one is looking for unqualified and substantial successes, there is little the Modi government can boast about. Yet this is not to say that there have been no successes – rather, India’s track record in translating words into deeds has been poor throughout its history and it would be foolhardy to bet on noises in the pipeline too soon.

The achievements of the Modi government are also weighed down by the burden of public expectations – the Indian media has published report cards on the government’s performance after its first 100 days in office, at the six month mark, the one year mark, and now at the end of the second year in office. No other administration has ever faced such close scrutiny. Furthermore, the gargantuan scale of what needs to be done to bring the country in line with the ambitions of the younger generation dwarfs into insignificance any accomplishment of the National Democratic Alliance.

The general tenor on Modi’s India has been positive. The optimism in the international mood can be gauged from the increase in the flow of foreign investments into India; Japan has made substantial investments in infrastructure, the most visible project being the high speed rail project connecting Bombay to Amdavad. Similarly, France is playing an active role in developing smart cities in India as more and more of the country urbanises over the next few decades. Saudi Arabia and the United Arab Emirates have also expressed interest in India’s road, maritime, and riverine infrastructure. All this is in line with expectations that Modi would focus on rebuilding India’s economy and developing the infrastructure needed for it to emerge as a regional power.

The past two years have also seen India take a greater interest in its backyard, Central and West Asia. Counter-terrorism and energy topped the agenda but Delhi’s pockets are not deep enough to spur breakneck development on visible markers of progress such as gas pipelines. India is also one of the largest investors in African countries. While previous administrations have also sought similar goals, the Modi government has brought an energy to the negotiations that leaves many observers cautiously optimistic of movement.

Frequent visits to the country by US defence officials also indicates the initial flowering of a mature security relationship that will have consequences for the entire greater Indian Ocean region. The US-India relationship that had been reincarnated by the George W Bush White House and stagnated since received new impetus once Modi took office. The Defence Technology and Trade Initiative has moved forward as Washington has been keen to help India build better aircraft carriers and talks have been going on to manufacture the M777 ultralight-weight howitzer in India under the Make-in-India scheme. Recently, there has even been talk of Boeing establishing a manufacturing line for its F-16s and F-18s in India and offering the F-35 to Delhi.

In the last two years, India has lost some of its timidity in participating in the Malabar naval exercises with the United States and Japan. Delhi is close to concluding a military logistics agreement with the United States that could significantly expand its influence over the Indian Ocean region. The Indian Navy – in the midst of a massive expansion and modernisation programme – may well evolve as the face of Indian soft power and diplomacy in the region as its augmented capabilities allow it to provide services such as security, search & rescue, and humanitarian relief for the regional commons. This will integrate India more closely with the ASEAN and SAARC nations who will become accustomed to seeing Indian power as a benign force.

In the neighbourhood, the Modi government can certainly report Bangladesh and Bhutan as success stories of its foreign policy. The border agreement and several agreements on energy, infrastructure, transportation, trade, and nuclear cooperation have made Bangladesh more comfortable with its parent state. However, things have been a mixed bag in Sri Lanka and disappointing in the Maldives and Nepal. These are difficult customers, trying to profit from playing India off against China as India tried – and failed – to do with the US and USSR during the Cold War. Without significant economic leverage, these states will continue to be a nuisance to Delhi.

Modi’s greatest diplomatic failure is alleged to have happened with Pakistan and China. Nothing could be further from the truth: while Pakistan sees India as an existential threat, China views its southern neighbour as eventually capable of sabotaging its rise and competition with the United States. The incursion by Chinese troops into Indian territory during a state visit by Xi Jinping to Delhi, not to mention Bejing’s obstructin of Indian accession to the Nuclear Suppliers Group and the UN Security Council as a permanent member, indicates that the Middle Kingdom is content to allow relations to simmer for now. The overtures to Islamabad, unequivocally rebuffed at Pathankot, suggests an ugly truth that Modi – and perhaps South Block – cannot admit publicly: that Pakistan is not a problem that can be solved with patient diplomacy. It is naïve to expect any improvement of relations with either of these two neighbours.

The Modi administration has done well in showcasing India economically and has also achieved a modicum of success on security matters given the options available to it. Afghanistan is an illuminating example: it can hardly be denied that it is in India’s interests that the war against Islamists, be they al Qa’ida, ISIS, or a Pakistani proxy, is best fought with Afghan sinew. Yet Delhi has been reticent to generously supply Kabul with training and material because of its own shortcomings. After decades of material and intellectual neglect, it would not be surprising if India’s armed forces find themselves shackled more by their own politicians than by the enemy.

Modi’s foreign policy has not stopped with nation-states – he has reached out to the Indian diaspora, multinational corporations, and potential technology disruptors to accelerate India’s growth. At the United Nations Framework Convention on Climate Change in Paris in December 2015, India played a key role in promoting solar energy as an alternative to fossil fuels by committing to expand solar energy to 100 GW (installed capacity) by 2022. The International Solar Alliance, launched by the prime minister, will keep the country at the centre of innovation and regulations concerning solar energy.

While India has been content to involve itself in international and regional groups such as the G-20, BRICS, ASEAN, SAARC, and the Shanghai Cooperation Organisation until now, the Modi government has taken the policy one step further and started to nurture groups in which it could assume leadership roles such as the 1997-established Indian Ocean Rim Association and the Bhutan Bangladesh India Nepal . Delhi has also started to bypass Pakistan in SAARC via multilateral treaties with other neighbouring states such as the connectivity project between Bhutan, Bangladesh, Nepal, and itself which Modi revived in November 2014; the BBIN Initiative was established in 1997 as the South Asian Growth Quadrangle but little had been accomplished since.

In the two years of the Modi government, Delhi has strengthened its foreign policy along all axes – economic, security, and diplomatic leadership. While it is easy to be impatient with the rate of progress, the limitations on India’s economic, military, and diplomatic power also ought to be borne in mind. With continued progress, the several frustrations observers feel with the elephant will gradually dissipate.

In May 1959, Dag Hammarskjöld asked the Students Association in Copenhagen, “Do we need the United Nations?” Ever since, we have been periodically returning to that question whenever the UN remains conspicuously absent during a crisis. With enough ongoing crises to merit a sequel to Billy Joel’s 1989 hit, We Didn’t Start The Fire – Syria, drugs, Libya, human trafficking, Yemen, terrorism, Boko Haram, climate change, Afghanistan, water, Kordofan, disease, Somalia, poverty, Balochistan, refugees, South Sudan, hunger, Donbass – the United Nations has not had much positive press. Disenchantment with the Organisation, particularly in the more developed countries, has grown as various crises threaten their prosperity.

This is a very uncharitable and narrow view of the United Nations. There are many areas in which the United Nations been a vital force, many regions where Blue Helmets were the only acceptable foreign presence. The criticism of the UN falls short in that it conflates the two roles the Organisation plays: one as a forum for negotiations and the other as an executive body. Most dissatisfaction with the United Nations, when considered closely, is directed at the second role, the not infrequent failure of the Security Council to live up to our morality. However, it would be myopic to disregard the UN’s unsung successes in the several other aspects of the executive function, not to mention the importance of its negotiating platform.

Although despair at the UN seems to run high among policy wonks, the Organisation enjoys robust support among the public. In a 2011 Gallup poll, the UN registered greater approval than disapproval in 106 of 126 countries surveyed. Overall, 44 per cent of the people surveyed responded positively about the UN while only 17 per cent disapproved. The UN was most unpopular in the Middle East, North Africa, and the United States while its most ardent supporters were from Sub-Saharan Africa; 61 per cent of Qataris disapproved of the UN while 86 per cent of Sierra Leoneans approved of it. This spread is not surprising when seen as indicative of the UN’s successes and failures.

Some of the United Nation’s greatest hits includes food aid to war-torn, impoverished, and famine-struck countries. Since 1961, the World Food Programme (WFP) has been one of the most effective multilateral efforts against global hunger. With a workforce of only 11,500 people, the WFP, on average, feeds some 80 million people in 75 countries. Even better, the group fights to prevent future hunger by helping communities build food assets and providing them education and training in agriculture, food security, procurement, nutrition, logistics, and other related topics. Similarly, the UN’s Food and Agriculture Organisation (FAO) and the International Fund for Agricultural Development (IFAD) have worked with the international poor by providing them microloans and grants for agricultural activities that not only feed them but also alleviate their poverty. Set up in 1977, IFAD has since reached over 430 million poor rural people.

The United Nations has also led the international effort against diseases such as HIV, tuberculosis, malaria, and polio. Through the World Health Organisation (WHO), Global Fund, and UNAIDS, the United Nations has provided medicines, including antiretroviral therapy, quinine, Rifampicin, Isoniazid, Salk vaccine, and sulfa drugs to millions of people; over 500 million insecticide-treated nets have been distributed to prevent malarial outbreaks. The UN has worked with other organisations and governments to raise funds, heighten awareness, and establish systems and protocols to prevent and fight epidemics. The successful campaign to eradicate smallpox is a testimony to the enormous work that has been put in by the UN, its affiliates, and cosponsors towards global health.

The cause of women and children has found a strong advocate in the United Nations. Expertise in mother and child health, family planning, and preventing sexually transmitted diseases has been shared with more than 100 countries via affiliates like the United Nations Population Fund (UNFPA). Definitive measures were taken to create sources of clean water and improve sanitation and nutrition. The Children’s Fund (UNICEF) has made great strides in promoting literacy and protecting children against exploitation. The United Nations has been an important forum in drafting international conventions to remove discrimination against women in the political, civil, economic, social, and cultural life. Women and children are among the worst affected by human trafficking and the narcotics trade. The Global Initiative to Fight Trafficking (UN.GIFT) works to foster awareness, consolidate global support, and counter trafficking in consultation with governments. A trust fund supports victims’ rehabilitation. The UN Office on Drugs and Crime (UNODC) provides states technical expertise on illicit drugs and detection to help law enforcement; it also provides legal services to help draft and implement domestic and international legislation to thwart the influence of narcotics on institutions and society.

The United Nations has developed impressive credentials in holding and monitoring elections. Just in the last 25 years, the United Nations Department of Political Affairs (UNDPA), through its Electoral Assistance Division (UNEAD), has provided technical, logistical, and other support to Cambodia, Iraq, El Salvador, East Timor, Mozambique, Afghanistan, Congo, South Africa, and Nepal to conduct free and fair elections. The UN has participated in over 300 projects in the same time period, at times in locations where the only foreign presence acceptable was the international organisation.

Credit must also be given the United Nations for attempting to create a legal framework for war crimes and genocide. A sensitive issue inextricably tied to national honour and sovereignty, input is taken from several sources – states, individuals, advocacy groups – and progress depends on nearly unanimous decisions of several parties. There has been some success, admittedly slow, on tribunals covering the erstwhile Yugoslavia, Sierra Leone, and Cambodia but funding is another hurdle.

Among the most visible activities that the United Nations performs is peacekeeping. In fact, the role is almost synonymous with the United Nations and seen as the raison d’etre for its formation in 1945. The Blue Helmets deserve credit for going into countries in which no one else had any interest. In several cases, neighbouring states were themselves too weak and divided to contribute to regional security. In Congo, Liberia, Kosovo, or Burundi, for example, the only alternative to UN peacekeepers would have been slaughter and mayhem. Most problems arising in UN peacekeeping operations are a result of vague mandates and the difficulty of managing troops from so many different sovereignties and varying capabilities and training. Currently, the United Nations is involved in 16 peacekeeping missions worldwide with an internationally contributed force of slightly over 118,000 troops, police, and civilian personnel. In many of these places, the UN is the most reliable institution on the ground.

Often underestimated is the United Nations’ presence as a forum for informal discussions on several issues of regional or international importance such as the removal of landmines, disarmament, nuclear proliferation, internet privacy, or climate change. The United Nations may not always take the lead in such discussions but the assembly of a permanent diplomatic conference facilitates low-key negotiations between parties in bilateral or even multilateral settings. Diplomats assigned to the New York office develop wide-ranging contacts and come to understand each other on a personal basis. Such anonymity and flexibility of exchanges are a great service to international diplomacy: their lack of publicity should not be taken to suggest that they are unimportant. On the contrary, the exact opposite is the case.

The most acrid criticism of the United Nations is reserved for its other most visible role – that as a security provider. The UN Security Council’s (UNSC) numerous failings are often cited as an indication that the UN has not lived up to its most important task. However, it must also be borne in mind that the United Nations was not created as a global gendarme, and there are practical as well as conceptual problems associated with demanding such a role. The Organisation is a collective of states and it is only with their permission that it can act on behalf of the world community. The United Nations has no independent army nor an economy by which to procure such an army; it depends on the contributions of its members to function in a military or civilian capacity.

The use of military force by the United Nations must have the support of all the Great Powers and the majority of the Security Council. Without this high standard of congruence, Hammarskjöld warned, no military action has an effective foundation with which to act. Furthermore, without such unanimity, the United Nations is susceptible to being transformed into a military alliance in a conflict between the Powers. The intervention in Korea demonstrated how dangerous such action could be if taken only by a simple majority of members. The United Nations was never designed to be an organ of collective security such as one of the alphabet soup of alliances the United States created during the early Cold War to contain the Soviet Union; rather, the aim was to create a universal system through which peace and other common goals may be pursued.

If the failings of the Great Powers diminish the UN, then it is a reflection of the prevailing world order and abandoning the Organisation will hardly contribute to peace and stability. Ultimately, though the nations of the world come together at the United Nations in false equality – one country, one vote – the Security Council is a reminder of global economic and military wherewithal. The UN is not truly an idealistic organisation as many suppose but a fairly pragmatic one, infused with just a little hope for a better tomorrow. To write off the UN because of difficulties or a few failures, Hammarskjöld reminded his audience in 1959, would mean, among other things, “to write off our hope of developing methods for international coexistence which offer a better chance than the traditional ones for truth, justice, and good sense to prevail.”
